SAI's SH&E Obligations Knowledgebase

At SAI Global we quite often come across organisations that have a narrow focus on the source of their SH&E obligations.  The consequence of this narrow focus can be a lack of compliance and a reduced ability to defend the organisation from prosecution.
It is a common BUT mistaken belief that the primary workplace health and safety legislation, within the respective jurisdiction, is all there is to worry about. 
In fact, black letter law for SH&E compliance obligations consist of:
•    Acts and Regulations across many areas
•    Cited Standards: AS, AS/NZS & NZS
•    Statutory  Codes of Practice
•    Policies and Orders
Focusing only on the legislation can also build other problems into the organisation’s overall SH&E outcomes.  Legislation does NOT provide a level of detail that enables SH&E practitioners to easily comply at the individual process or task level: 
1.    How are individuals to be provided with effective instructions on the required task behaviours?
2.    Is giving them a copy of the legislation really going to be effective?
There is need for the granular detail at the business process level to inform the workers in the field.  Preferably, SH&E obligations should be translated into around 140 process elements; each with a responsible owner.  This will enable the key aspects of “black letter law” to be incorporated into the framework and system through procedures and work instructions. 
It is specialist work to track and interpret legislation, find relevant standards, codes, policies and orders.  It is rare that SH&E teams have this as an internal resource.  They are therefore, exposed to high levels of risk including non compliance with prescribed legal SH&E obligations.

The SH&E Obligations Knowledgebase is a web-based database (i.e. a “locked down” GRC Manager) of occupational health and safety and environmental legal obligations in each Australian state and territory and New Zealand.  The knowledgebase provides a plain English summary of ALL occupational health and safety and environmental legal obligations, including:
•    Acts and Regulations
•    Codes of Practice
•    Marine Orders
•    Policies
•    Environmental Protection Measures
•    certification standards, namely AS/NZS ISO 14001:2004 and AS/NZS 4801:2001
•    Cited Australian and New Zealand Standards that are mandatory because they are referenced in an Act, Regulation, Codes of Practice etc.
The knowledgebase provides hyperlinks to legislative sources.  The basic subscription consists of one jurisdiction that also includes the Commonwealth obligations that may be applicable to your organisation.  Customers are able to add additional jurisdictions for an additional cost.
Each subscription comes with a five-user license.  More are able to be added at additional cost.

Customers can run reports to view all possible SH&E obligations by:
1.    business process (140+)
2.    jurisdiction
3.    personnel role (20)
4.    the source of the legal duty
5.    repealed obligations
6.    most recently added obligations
7.    obligations in our management system are mapped to the relevant certification standards.

Updating
Customers can choose their updating frequency from:
•    none
•    Annual
•    Half yearly
•    Quarterly
